The European Commission and the Council are in the process of drafting integrated Crisis Management Arrangements for cross-border crises within the European Union. According to an agreement between the member states, these arrangements will be implemented by 1 July 2006at the latest. They will comprise a single central European coordination centre, a single alert system and a single European programme for the protection of vital infrastructure. The aim is to make cross-border crises more manageable.
