The NCTb produces a range of instruments that are of strategic importance in the fight against terrorism. One of these is the Terrorist Threat Assessment Netherlands (DTN). In addition, the NCTb prepares threat analyses for various purposes, such as the Counterterrorism Alert System.
The DTN is a general assessment of the national and international terrorist threat to the Netherlands and Dutch interests abroad. It is prepared by the administrative and political leadership and policymakers, using confidential information from the services responsible for fighting terrorism and radicalisation. Information from publicly accessible sources, administrative sources and the NCTb’s own analyses is also used for this purpose.
The final responsibility for content lies with the NCTb. In principle, the DTN appears four times a year. If necessary, however, the NCTb can prepare an up-to-date DTN at any time. The DTN uses the following terms to describe the threat (in ascending order): minimal, limited, substantial and critical. These terms cover the full range of the risk that the Netherlandswill experience terrorist attacks.
In addition to threat assessments, the NCTb also prepares threat analyses for other purposes, such as the Counterterrorism Alert System. In comparison to threat assessments, threat analyses are more specific and more clearly linked to the object or person that forms the target of a threat. The threat level in threat analyses is therefore more accurate and often serves as a basis for taking security measures.
