Which government body is responsible for person-specific intervention?

The Minister of Justice is responsible for overall policy on person-specific intervention (Minister's letter of 10 September 2004 to the House of Representatives – 29754, no.1). When person-specific intervention is carried out by the police, responsibility lies with the mayor of the municipality where the person resides.
