What is person-specific intervention?

Surveillance activities by local police to prevent persons who may be intending to commit a terrorist attack from actually doing so. Persons who pose a terrorist threat are observed so closely and openly that it becomes clear to them and to others in their surroundings that they are the subject of some sort of government operation. But they are not observed around the clock.
