Do letters containing dangerous powders count as CBRN terrorism?

Yes. CBRN terrorism is not the same as use of weapons of mass destruction; it includes any attack in which active C, B, R or N substances are used. Small-scale attacks with few victims definitely count, including sending letters containing dangerous powders.
