Who is it intended for?
The Counterterrorism Alert System is intended for professionals, in other words, for the public services and companies that may have to deal with a terrorist threat. It was not designed primarily for the general public, in contrast to the US colour-coded system. The Dutch system was developed to enable the authorities to take measures to protect economic sectors of our society swiftly and systematically. Accordingly, the system does not provide a general threat assessment for the Netherlandsas a whole, but only focuses on specific threats aimed at those economic sectors.
