Does it apply to the whole of the Netherlands?

If the alert level for a certain economic sector is raised, this does not mean that the threat of a terrorist attack has risen throughout the Netherlands. Instead, it applies to specific economic sectors or locations, such as a railway station, Schiphol airport or the electricity companies. When he announces that the alert level is being raised, the Minister of Justice always specifies where it applies.
